How are the rocker tips supposed to hit the valve stem caps? Is it just a bad pick or are those arms not reaching far enough?

It’s not on the car, just a rough picture since I’m impatient.
The rocker shaft isn’t attached to anything at this point, but once it’s installed the pushrods will cause the flat part of the rocker to sit on the valve.

Yep! Here’s a photo of someone with a similar setup. These are 1.5 ratio rockers and mine are only 1.3 (all you need on the 998), but it’ll look more or less like this when mine is assembled:
